January 05, 2023
IRCC announced $6 million funding for Newcomer Women Pilot Program
IRCC will provide a fund of around $6 million to support 10 projects under the Racialized Newcomer Women Pilot Program. This program was launched by the name of Visible Minority Newcomer Women at Work Program in 2018. The program was introduced to help newcomer women to get employment in Canada.
When the program was started, women used to work in grocery and retail stores. Now they will also be able to get a job in the accommodation, food, and hospitality sectors.
These women are also being helped by various independent organizations to develop language and other skills which will help them to get an employment in Canada.
IRCC has also created a Gender-Based Violence Settlement Sector Strategy project so that violence against newcomer women can be ended. The project was launched between the anti-violence and the settlement sectors. This project will help the workers in the settlement sector to deal with the gender-based violence situation.

What is the difference between Canada’s TFWP(Temporary Foreign Worker Program) and IMP (International Mobility Program)?
Canada has more than 100 programs which immigrants can use to migrate to the country. Most of these programs can be categorized in TFWP(Temporary Foreign Worker Program) and IMP (International Mobility Program). Eligibility requirements for both programs are different. LMIA is required for TFWP but not for IMP. Work permits under TFWP are employer-specific only but for IMP, they are either open or employer-specific.

Higher immigrant retention rates observed in Atlantic Canada, StatCan reports
Statistics Canada reported that Atlantic Canada is successful in retaining immigrants through AIP. Atlantic Immigration Program is more successful for retention than Provincial Nominee Program. Nova Scotia showed the highest retention rate followed by New Brunswick and Newfoundland and Labrador. Atlantic Immigration Program was launched as a pilot program in 2017. The program was launched so that communities, employers, governments, and settlement agencies should work together to help newcomers in settling in the country.

Ontario immigration has updated its EOI scoring system to comply with the NOC 2021. Candidates can submit EOI and apply through Ontario Immigration Nominee Program to study or work in Canada. OINP statement has revealed that candidates who submitted their EOI profiles before November 16, 2022, have to make their profiles again according to the NOC 2021. There are five streams under which candidates can submit applications. These streams are:
- Employer Job Offer: Foreign Worker
- Employer Job Offer: International Student
- Employer Job Offer: In-Demand Skills
- Masters Graduate
- PhD Graduate
Scores will be provided according to the factors listed below:

PEI-PNP invites 188 ITAs to the candidates in November 2022 through Express Entry and Entrepreneur streams. Prince Edward Island issued 39 invitations under Labor & Express Entry stream through PNP on November 3, 2022. PEI sent 141 ITAs under the Express Entry stream & 8 ITAs under the Entrepreneur stream on November 17, 2022, through PNP.
The score considered for Business Entrepreneur invitations is 62 or above under PEI PNP. The applicants who received ITAs can apply for Canada PR in 60 days.

New NOC TEER codes released for FSTP and FSWP, 2022-23
Candidates who want to apply under the FSWP and FSTP have to use the new NOC codes from November 16, 2022. FSW has 347 occupations and candidates have to meet the eligibility criteria. After that, they have to submit the Expressions of Interest profile to the pool of Express Entry. Applicants can apply for Canada PR within 60 days of receiving ITAs. There are 347 jobs in FSWP for which applications can be sent.

According to Statistics Canada, 108,000 more jobs were added in Canada in October 2022. The sectors in which the number of jobs increased are as follows:

The unemployment rate in the country was 5.2 percent and the number of jobs was increased in the private sector. Canada to start targeted draws for skilled immigrants next year
Canada announced to invite doctors, nurses, and other skilled immigrants to work, live and settle in the country. The invitations will be issued through target draws from the beginning of 2023. Canada will issue invitations for those provinces where foreign credentials validation is easy. Candidates can come to these provinces to start their practice comfortably. The invitees are ranked on the basis of CRS scores which they can get through different factors. After getting ITAs, individuals can submit applications for a Canada PR.
Canada has more than a million jobs available and due to shortage of workers, the country is planning to invite more immigrants in the next three years according to the 2023-2025 Immigration Levels Plan.

IRCC invited 9,000 candidates through two Express Entry draws held in October 2022. Till date, Canada invited the largest number of candidates through the Express Entry draw. The CRS score also went below 500 in the two years. It is expected that the number of ITAs will increase while the CRS score will be reduced in the upcoming Express Entry draws.
First draw in October was held on October 12, 2022, in which ITAs were issued to 4,250 candidates having a score of 500. This was the #233 draw since 2015.

Express Entry draw held on October 26, 2022, issued 4,750 ITAs to the candidates having a CRS score of 496. This is for the first time in the past two years that the CRS score went below 500 points. In October 2022, Canada invited 9,000 immigrants to submission of applications for Canada PR. The prediction for the CRS score is difficult but it is expected that in the upcoming Express Entry draws score may be reduced.

India takes top spot among newcomers in Canada
Canada’s 2021 census report revealed that India is at the top country of birth for Canada Immigration. India got the top spot for the first time for the birth of new immigrants in Canada. More than 8.3 million people became permanent residents and migrated to Canada. Previously, most of the immigrants came from Europe but sharing of new immigrants declined in comparison to India. The number of economic immigrants is 748,120 which is one-third of half of the recent immigrants. Another one-third moved to Canada through the Provincial Nominee Program.

BC PNP will follow a new scoring system from November 16, 2022
BC PNP will introduce a new scoring system for immigrants who want to apply through British Columbia Provincial Nominee Program. The province has paused its operations from October 12, 2022, and it will restart on November 16, 2022. The pause has been implemented as British Columbia is shifting from NOC 2016 to NOC 2021. The new scoring system will also be implemented from November 16, 2022.
Applications till October 12, 2022, have been removed and applicants have to reapply by using the new NOC code called the TEER code. The details of the new scoring system will be provided in November 2022. Currently, candidates can apply under the streams given below:

New laws to protect temporary foreign workers in Canada
IRCC has announced 13 amendments in the Immigration and Refugees Protections Regulations to protect temporary foreign workers from mistreatment and abuse. The amendments will also contribute to the enhancement of the Temporary Foreign Workers Program. Following conditions will be implemented through amendments:

Canada to invite 23,100 Parents and Grandparents
IRCC made an announcement regarding the acceptance of applications for the parents and grandparents program 2022. It has been planned that in the next two weeks, 23,100 invitations to apply will be issued. Sponsors have to fulfill all the conditions mentioned in the eligibility criteria to sponsor their parents and grandparents. Currently, the number of sponsors in the pool is 155,000. In 2020, the number of applications approved for PGP is 10,000 while in 2021, it was 30,000. Sponsors have to show Minimum Necessary Income or MNI to prove that they will be able to support their parents, grandparents, and their dependents. The number of members in a family can include the following:
- Sponsor
- Common-law partner or spouse
- Dependent children
- Dependent children of the spouse or common-law partner
- Already sponsored person who is still dependent
- Parents grandparents and their dependents
- Dependent children who want to migrate to Canada with their parents and grandparents
- Separated spouse of parent and grandparent

Almost all organizations in Canada are facing a manpower shortage and they want that immigration has to be boosted to tackle the challenge. In Ontario, the number of job vacancies was increased by 387,235 in the second quarter of 2022. In the same period, the number of payroll employees was increased by 506,895 and it rose up to 6.4 million. Rocco Rossi, president, and CEO of the Ontario Chamber of Commerce, says that immigration should be boosted for the Ontario Immigration Nominee Program. Canada allows international students to work unlimited hours off-campus
Canada has decided to increase the working hours of the students while they study in Canada. The announcement has been made to meet the challenge of a shortage of workers. The measure will come into effect from November 15, 2022. This is a temporary measure and will end on December 31, 2023. Candidates who already have submitted their applications for Canada student permits will also be eligible for this new measure. All the sectors and provinces in Canada are facing shortage of workers and this measure will help to fill the vacant positions.
A new pilot project will also be introduced which will help in the processing of the extension of study permits at a faster pace. The pilot project’s duration can be extended but it will depend on its success. IRCC has revealed that 450,000 study permit applications have been processed from January to August 2022.

Canada has introduced rules for Indian students regarding working in Canada while continuing their studies. There are a few Canada study permits that give permission to students to work in Canada on campus or off campus. Candidates have to fulfill some conditions below if they have to work on-campus without a work permit:
- Candidates have to be a post-secondary students for full-time
- Candidates should have a valid Canada work permit.
- A Social Insurance Number is mandatory for candidates.
If candidates want to work off campus, they have to fulfill the following conditions:
- Students need to start their course.
- They should have a Social Insurance Number.
- They should study in a designated learning institution.

IRCC has announced the extension and expansion of the Rural and Northern Immigration Pilot program. Sean Fraser revised Express Entry rules to make more Doctors as PRs
An announcement has been made by Sean Fraser, the Immigration Minister, to make changes to provide permanent residence visas to more doctors. There are many doctors who are working temporarily in Canada. Physicians who work in Canada are self-employed and they will get the benefits of getting a Canada PR visa. Previously, these doctors were not able to apply for Canada PR through the following programs of Express Entry:
- Federal Skilled Worker Program
- Canadian Experience Class
In 2022, the permanent residence was given to 4,300 healthcare professionals. Through the healthcare streams that are related to the Temporary Residence to Permanent Residence Pathway.

Update of Northwest Territory PNP for the FY 2022-23
Northern Territory (NT) has updated the nomination application process for the FY 2022-23.
- NT is now open for both onshore and offshore applicants
- NT is going to nominate offshore applicants only for subclass 491
Criteria for Northwest Territory PNP
Below are the details of NT nomination criteria an applicant has to meet:
- An applicant should have 3 years of post-qualification work experience in the nominated occupation in the last 10 years.
- Should have a genuine intent/commitment to live and work in the NT on a long-term basis.
- Show financial evidence to settle in NT.
- Meet any one of the 3 streams (Priority Occupation Stream, NT Family Stream, NT Job Offer Stream)
Priority Occupation Stream: Offshore applicants under this stream should have a skill assessment in the Northern Territory Offshore Migration occupation list (NTOMOL).
NT Family Stream:
- Offshore applicants under this stream should have a family member in NT who is an Australian PR/Citizen/New Zealand Citizen. Family members should be a resident of NT and living there for 12 months.
- Family members should provide settlement support to the applicant.
- Have evidence of sustained efforts to seek employment in the NT, including evidence of research into the NT job market, and sustained records of applying for jobs in the NT or making contact with NT employers
NT Job Offer Stream: Offshore applicants under this stream should have an offer of employment in the nominated occupation from an NT business / organization that is active for at least 12 months.
Note: Subclass 190 nominations will only be offered in exceptional circumstances, such as cases where the applicant has strong connections to the NT.

New Brunswick to prioritize applications from 12 NOC codes of Tech and Health Occupations
New Brunswick has made an announcement that it will give priority to Canada immigration applications related to technology, health-related occupations, and international graduates so that the backlog of the applications could be reduced. The province said that priority will be given to the application from 12 specific National Occupational Classification codes along with francophones and New Brunswick graduates.

A projection for the demographic make of Canada in 2041 has been revealed. The projections were made on the basis of the data in the Census of Population in 2016. Statistics Canada has revealed that between 2016 and 2041, the immigrant population in Canada may get boosted from 7.2 percent to 12.1 percent.

IRCC adds 1,250 employees to speed up Canada immigration
Sean Fraser has stated that IRCC has recruited 1,250 new employees to reduce the backlog of the visa applications. The backlog has increased due to the crises of Afghanistan and Ukraine. Other reason is the resumption of the all-program Express Entry draw which was done to meet the challenge of skill shortages. The backlog of the applications in July reached up to 2.62 million. Canada has already welcomed 275,000 permanent residents to settle and work in Canada.

Besides this, the number of work permits issued was 349,000. The number of student permits finalized in this duration is 360,000.

Immigrant investors spend more than $21m to create jobs in British Columbia through entrepreneur stream
An investment of $21 million is done last year into new businesses. This investment helped to create 163 jobs in British Columbia. The investors were invited under Entrepreneur stream through British Canada has invited 38 entrepreneurs through the Entrepreneur stream for permanent residence.
Entrepreneurs have to submit their business proposal. After the approval of the proposal, they have to migrate to Canada on a temporary basis. They have the time of establishing their business within 12 to 24 months. After that, they can apply for permanent residence.

Canada Express Entry is a popular pathway for candidates to apply for Canada PR. Canada has held a new Express Entry draw on August 3, 2022. In this draw, 2,000 candidates received invitations to apply for permanent residence in Canada.

IRCC is planning to hold draws to meet the labor market demands. IRCC passed Bill C-19 which will allow the Immigration Minister to hold Express Entry draws through the criteria that will support regional economic goals. These amendments are implemented in the Express Entry system, in which candidates are invited based on their occupation, language, or educational attainment, instead of their Comprehensive Ranking System (CRS) scores.

Entrepreneur category for British Columbia will be back after one year
British Columbia resumes accepting applications for Entrepreneur Immigration (EI) program even for Provincial Nominee Program (PNP). Business entrepreneurs need to meet specific requirements to be eligible.
The Entrepreneur must provide a net worth of at least $600,00 and then need to submit a business proposal if you are planning to start a new business. The applicant must show a possible score of 200 points; 120 points for the self-declaration section and possible 80 points for business concepts. The BC PNP EI program application fee is $3,500 and will be processed within four months.
By July 13, British Columbia immigration department officials will be able to send the target Invitation to Apply (ITAs) based on new factors.

Canada to introduce a new fast-track immigration program for temporary workers
Canada will be introducing a new immigration program for international students and temporary workers. The new program will be similar to the current temporary residence to permanent residence program but both the programs will not be identical.
Changes to the Express Entry will also be made. Candidates will be able to apply for the Canadian Experience Class and Federal Skilled Worker Program. IRCC will also get permission after Bill C-19 is passed. This bill will permit IRCC to invite Express Entry candidates on the basis of occupation, educational credentials, and ability in speaking, reading, writing, and understand the French language.

Canada to open online citizenship applications for multiple adults
Canada has announced that it will allow multiple adults to apply for citizenship. The candidates, who are 18 years old and above will be allowed to apply for citizenship with their families. Currently, only one adult is allowed to apply for citizenship.
Multiple adults will be allowed to apply for citizenship in the fall of 2022. IRCC has announced that the representatives will be allowed to submit the applications on behalf of their clients. The screening questions will also be updated. This will help the clients to submit their applications online.

Private Quebec College graduates no longer eligible for PGWP starting September 2023
The federal government has announced that graduates belonging to the non-subsidized private colleges in Quebec will not get the opportunity to receive post-graduate work permit. The action has been taken because the Quebec Ministry of Higher Education and some journalists have conducted investigations.
They found that there are some colleges that are using unethical and immoral ways in the recruitment processes. This resulted in a problem for the international students who were unable to access the PGWP process though they have enrolled in private study programs. An open work permit allows the students to work in Canada for three years.

Canada plans to invite 500,000 permanent residents this summer
Canada has plans to invite a large number of permanent residents this summer. The candidates who will be invited will include immigrants, students, and temporary foreign workers. In Q3 2022, it is expected that 130,000 candidates will be given the permanent resident status. As per the immigration levels plan 2022-2024, there is a plan to invite 432,000 candidates as permanent residents.
In the first quarter of 2022, 114,000 candidates were invited. These candidates included the temporary residents whose status was changed to permanent resident. The invitation of Q1 also included the individuals who are living outside Canada. It is expected that 100,000 will be invited in Q3 of 2022.

In a draw held on March 8, 2022, the province of Alberta invited 350 international immigrants to apply for permanent residency in Canada. The details of the draw were announced via the stream of the Alberta Advantage Immigration Program linked with Express Entry. Canada invited 924 Express Entry candidates to apply for permanent residence on March 16.
350 candidates were invited to this draw with a low score of 318 in the CRS or Comprehensive Ranking System. The score was lower by 22 points compared to the last draw.
The draw was held through the pathway of Express Entry linked with the Alberta Advantage Immigration Program.

IRCC invites 924 PNP candidates in latest Express Entry draw
In an Express Entry draw held on March 16, the Immigration, Refugees and Citizenship Canada (IRCC) invited 924 Provincial Nominee Program (PNP) candidates in the latest invitation round. The minimum Comprehensive Ranking System (CRS) score for this draw was 754 points. Since PNP candidates get an automatic 600 points boost when they obtain their nomination, the minimum score was relatively high. The lowest-scoring candidates would have received 154 base points if they had not been nominated.
Candidates have to apply for permanent residency within 60 days.
IRCC invited 1,047 PNP candidates to apply for Canadian immigration in the previous round of invitation.
Ontario invites 21 candidates under Entrepreneur Stream in the first draw of 2022
Ontario issued 21 immigrants ITAs (Invitation to Apply) in its first draw of the year. The OINP, or Ontario Immigrant Nominee Program, held a draw for the Entrepreneur stream.

Saskatchewan PNP launches a new tech immigration program
Saskatchewan’s new Tech Talent Pathway was established on March 7 as part of the Saskatchewan Immigrant Nominee Program (SINP) to recruit tech workers to the province.
The Tech Talent Pathway aims to address Saskatchewan’s acute labour shortages in the tech sector. Employers in Saskatchewan’s technology and innovation sectors will be able to attract more talent to promote growth and boost Saskatchewan’s global competitiveness thanks to this new road to permanent residence for tech professionals.
Immigration and Career Training Minister Jeremy Harrison said, “As Saskatchewan emerges from the impacts of the global pandemic, our technology sector will be an important driver of economic growth. The new Tech Talent Pathway provides our Saskatchewan employers with a dedicated stream for the attraction of highly skilled talent into our thriving technology sector.”
This new stream will make the immigration process easier and faster for IT workers who are already employed in Saskatchewan as well as those who have been recruited from outside the country.
Applicants to the Tech Talent Pathway must meet the following criteria in order to be considered:
An employer-specific SINP Job Approval Letter for a eligible technology sector occupation.
If the applicant is not working in Saskatchewan at the time of application, a minimum official language level of CLB level 5 is required; if applying for Express Entry, a minimum official language level of CLB level 7 is required.
In the last five years, at least one year of work experience in that occupation; or six months working in Saskatchewan.
Post-secondary education.
Must be able to obtain a professional license in Saskatchewan (applicable to eligible computer, software, electrical and electronics engineers).

Canada’s newly-permanent Atlantic Immigration Program will open on March 6
The Atlantic Immigration Program (AIP), which was recently announced by Ottawa, will begin accepting applications this Sunday from skilled foreign employees and international graduates seeking permanent residence in one of the four Atlantic Canadian provinces.
The Atlantic Immigration Program will open on March 6 for qualified foreign employees and international graduates with endorsements who want to reside in Newfoundland and Labrador, New Brunswick, Nova Scotia, or Prince Edward Island.
Late last year, the Atlantic Canadian provinces on the country’s eastern coastlines received a permanent immigration stream.
It builds on the success of the Atlantic Immigration Pilot Program, which brought a rising number of foreign residents to the provinces.
According to Canada’s immigration minister, “Over the past few years, the Atlantic Immigration Pilot has made an incredible difference in communities across our region.”
“It has brought us the resource we need most: more people. They’re skilled, they’re young and they’re staying. Now, we’re doubling down on what works by making it permanent, so we can continue attracting the best and brightest to our region and build a vibrant, prosperous future for Atlantic Canada,’’ he added.
The permanent program keeps the three elements that made the pilot so successful: a focus on employers, improved settlement assistance, and a collaborative approach across all Atlantic provinces.
The new AIP includes changes such as a definition of partners’ roles, increased employer support through training, and strengthened program standards to guarantee newcomers may effectively establish themselves in the region.
There are three programs under the AIP:
- The Atlantic High-skilled Program
- The Atlantic Intermediate-skilled Program
- The Atlantic International Graduate Program

Vaccinated travelers can now come to Canada without getting tested, no quarantine required
Travelers who are fully vaccinated can now enter Canada without being tested for COVID-19 unless they are randomly selected for testing.
Quarantine for 14 days is no longer required for travelers. They will no longer need to isolate their unvaccinated children under the age of 12 who are travelling with them. Unvaccinated Canadians will be required to be tested upon arrival, on the eighth day after entering the country, and will be quarantined for 14 days.
The advice on international travel issued by Canada has officially been rescinded, allowing Canadians to travel outside the country for non-essential purposes.

1st March 2022:
British Columbia invites 136 tech workers in provincial draw
B.C. invited 136 tech workers in the latest provincial draw held on March 1. The invitations were issued under the BC PNP Tech program.
The candidates who received invitations in this draw belonged to the Skilled Worker and International Graduate subcategories and the required minimum provincial score is 85 points.
The invited candidates have to apply for a nomination within 30 days.
28th February 2022:
Canada set to relax border restrictions for COVID from Feb 28
Antigen tests will be required for all vaccinated passengers entering Canada, and unvaccinated minors under the age of 12 will no longer be required to quarantine.
Travelers will have the option of providing a negative COVID-19 test result to meet the pre-entry requirements. Random COVID testing will still be performed on fully vaccinated passengers upon arrival, but they will no longer be required to quarantine while waiting for test results, even if they had spent the previous 14 days outside the United States or Canada.
Furthermore, unvaccinated children under the age of 12 who travel with a fully vaccinated adult will be free from quarantine and will not be required to limit their activities for the first 14 days.

Ontario invites 818 candidates in latest provincial draw
The province of Ontario held a draw under the Ontario Immigrant Nominee Program (OINP) where candidates who are eligible under the Ontario Express Entry Skilled Trades Stream were invited. 818 candidates were invited to this draw. The minimum CRS score required for the candidates was 359 points. Candidates who had created an Express Entry profile between February 24, 2021, and February 24, 2022 were invited for this draw.

Ontario invites 773 Express Entry candidates to apply for provincial nomination
The province of Ontario invited 773 Express Entry candidates who are working in targeted occupations to apply for a provincial nomination.
Candidates who may be qualified for the Express Entry Human Capital Priorities Stream were asked to apply by the Ontario Immigrant Nominee Program (OINP) (HCP). These applicants needed to have an Express Entry profile with a Comprehensive Ranking System (CRS) score of 455 to 600.
Candidates who registered an Express Entry profile between February 22, 2021, and April 29, 2021 were invited to apply. Candidates must have at least one year of work experience in one of the targeted vocations mentioned below by NOC code to be considered for nomination:

NOC 0122 – Banking, credit and other investment managers
NOC 0124 – Advertising, marketing and public relations managers

16th February 2022:
Canada invites a record number of PNP candidates in latest Express Entry draw
In an Express Entry draw conducted on February 16, Canada invited 1,082 Express Entry candidates to apply for Canadian immigration. The Immigration, Refugees and Citizenship Canada (IRCC) only invited Provincial Nominee Program (PNP) candidates in this draw. The CRS cut off score for this draw was 710 points. The PNP candidates will automatically get 600 points added to their score when they This is the third time in a row that a PNP draw has set a new high for the number of invitations received. The previous record was set two weeks earlier, when 1,070 PNP candidates were invited to apply.
The invited candidates now have 60 days to apply for Canadian permanent residence.
16th February 2022:
Ottawa conducts a record-breaking Express Entry draw
With a new draw on February 16, Ottawa broke its previous record for the largest Provincial Nominee Program Express Entry draw, which it set in early February, issuing 1,082 Invitations to Apply (ITAs). The previous high was reached on February 2 with a draw in which Canada awarded 1,070 ITAs, each requiring a minimum CRS score of 674 points.
For this draw, the minimum CRS score was raised to 710 points.
The number of ITAs awarded in Express Entry drawings has been steadily increasing this year, with 1,036 ITAs given in January setting a new high.
15th February 2022:
British Columbia invites 140 tech workers in latest draw
On February 15, 2022, British Columbia hosted the most recent draw, inviting 140 tech employees to apply for provincial nomination. This draw was open to candidates with a minimum score of 85. Selected immigrants belonged to the subcategories of Skilled Worker and International Graduate.

Canada announces its immigration levels plan for 2022-24
The Canadian government has released its Immigration Levels Plan for the years 2022-2024.
Canada’s immigration targets have been raised yet again. It will aim to welcome about 432,000 new immigrants this year, rather than the 411,000 it had planned.
Canada will aim for the following number of new immigrant arrivals over the next three years:
2022: 431,645 permanent residents
2023: 447,055 permanent residents
2024: 451,000 permanent residents
Immigration Minister Sean Fraser while speaking on the immigration targets said, “This levels plan is a balance of needs for our country and our international obligations. It focuses on attracting skilled workers who will contribute to Canada’s economy and tackle the labor shortage, while recognizing the importance of family reunification, and helping the world’s most vulnerable populations through refugee resettlement. Our focus remains on supporting our economic resurgence through increased retention of newcomers in regions with real economic, labor and demographic challenges. I’m proud of what Canada has achieved thus far, and I want wait to see how newcomers will continue to make Canada a top destination of choice.”
Approximately 56% of new immigrants will arrive in 2022 through economic class channels such as Express Entry, the Provincial Nominee Program, and the Temporary to Permanent Residence (TR2PR) stream, which was available in 2021.
Immigration, Refugees and Citizenship Canada (IRCC) expects 83,500 arrivals through the Provincial Nominee Program (PNP) in 2022. IRCC has decreased Express Entry admissions in half for this year, but it hopes to recover to normal levels by 2024, when it expects 111,5000 Express Entry immigrants to arrive.
The levels plan appears to indicate that IRCC is temporarily decreasing Express Entry admissions to make room for TR2PR admissions. Under the TR2PR stream, IRCC hopes to land 40,000 immigrants in 2022 and the final 32,000 immigrants in 2023.
Meanwhile, Express Entry draws are being held every two weeks, and IRCC continues to handle Express Entry applications.
Furthermore, the PNP is used by the majority of Canada’s provinces and territories, and PNP invites have been ongoing since the Covid outbreak began.
In 2022, the family class will account for 24% of admissions targets, with the remaining 20% arriving through refugee and humanitarian programs.
8th February 2022:
Ontario conducted its first draw of 2022 under the French speaking skilled worker stream
The province of Ontario conducted its first draw for this year on February 8 through the French Speaking Skilled Worker stream, which is linked to the Express Entry. Through this draw, it issued NOIs to 206 candidates.
These candidates had CRS scores between 463 and 467.
The invited candidates had submitted their application between February 8, 2021 and February 8, 2022.
The other eligibility requirements were a minimum score of 7 in French and 6 in English under the Canadian Language Benchmark.

Quebec invites 523 candidates under the Arrima EOI system
The province of Quebec conducted its largest draw under the Arrima Expression of Interest system on February 10 where it issued invitations to 523 candidates.

Manitoba invites 273 candidates in the latest provincial draw
The province of Manitoba held a provincial draw on February 10 where it invited 273 candidates.
- In this draw, candidates were invited under the Manitoba Provincial Nominee Program (MPNP) under three programs. Here are the details of the program as well as the minimum cut-off score:
- Skilled Workers in Manitoba — 202 invitations with a minimum score of 615;
- Skilled Workers Overseas — 31 invitations with a minimum score of 705; and
- International Education Stream — 40 invitations with no score requirement.
Apart from this, 68 invitations were issued to candidates belonging to the Express Entry system.
9th February 2022:
Canada breaks 100-year record, invites 405k migrants in 2021
According to the Immigration and Refugee Council of Canada (IRCC), Canada met its 2021 immigration target by bringing in 405,303 new permanent residents last year. The Canadian government’s Immigration Levels Plan for 2021-2023 sought to welcome 401,000 immigrants in 2021 to aid the country’s post-pandemic economic recovery. Prior to the pandemic, Canada planned to welcome 341,000 new immigrants annually.
In order to fulfil its target in 2021, Immigration, Refugees and Citizenship Canada (IRCC) focused on converting as many temporary residents already in Canada to permanent residents as possible. In the face of COVID-19 travel limitations and other pandemic-related hurdles, IRCC believed this was the most effective method to meet its goal.
From January through September, IRCC conducted Express Entry draws that attracted large numbers of Canadian Experience Class (CEC) candidates, as one of the strategies it used to attract more permanent residents from within Canada. In May, the Immigration and Refugee Council of Canada (IRCC) unveiled six new immigration routes (“TR to PR”) in an effort to attract an additional 90,000 international students and temporary foreign workers to Canada.
The majority of immigrants in Canada come through economic class programs. Prior to the pandemic, applications from within Canada accounted for 30% of new economic class landings, while applicants from outside accounted for 70%. In 2021, this was reversed, with 70% of passengers arriving from within Canada and 30% from outside.

Ontario invites 749 workers in the latest provincial draw
The province of Ontario invited 749 workers to apply for a provincial nomination in a draw held on February 9.
The Ontario Immigrant Nominee Program (OINP) has issued invitations to candidates who had created profiles in its Expression of Interest (EOI) system. These candidates can be eligible for one of the following streams under the Employer Job Offer category:
- Foreign Worker
- In-Demand Skills
Three draws were conducted under these two streams. 476 candidates were invited under the Foreign Worker stream and 166 were invited under the general draw. 107 candidates were invited under the In-Demand Skills stream.

British Columbia issues 198 invitations in latest draw
The British Columbia PNP held a draw on February 8 where it invited qualified candidates belonging to the Skills Immigration and Express Entry BC categories.
A total of 198 invitations were issued to candidates belonging to the Skilled Worker and the International Graduate categories.

Ontario holds two PNP draws where it invites 828 candidates
The province of Ontario held two Provincial Nominee Program (PNP) draws on February 8 under the Ontario Immigrant Nominee Program (OINP) where it invited Express Entry candidates to apply for a provincial nomination.
A total of 828 invitations were issued where 622 candidates were eligible under the Express Entry Human Capital Priorities Stream.
In order to be eligible candidates needed to have a profile in the Express Entry system with a CRS score between 463 and 467. They are also required to have at least one year of work experience in the following six occupations:
- Computer and information systems managers
- Computer engineers
- Database analysts and data administrators
- Software engineers and designers
- Computer programmer and interactive media developers
- Web designers and developers
As for the remaining 206 candidates, they were invited under the French-Speaking Skilled Worker (FSSW) stream. These candidates were required to have a CRS score between 436-467 points.
Candidates for the FSSW must have a minimum Canadian Language Benchmark (CLB) of 7 in French and 6 in English. The OINP will look at candidates’ finances to see if they have enough money to cover settlement fees in Ontario, among other things.
Those who have been invited to apply for Ontario’s Provincial Nominee Program have 45 calendar days to do so (PNP).

Nova Scotia invites 278 nurses to apply for provincial nomination in latest draw
The province of Nova Scotia held a draw on February 8 where it invited 278 nurses to apply for a provincial nomination. The invited candidates already had a profile in the Express Entry system and were invited through the Nova Scotia Nominee Program.
Nova Scotia’s Provincial Nominee Program encourages Express Entry candidates in specific occupations to submit for a nomination on a regular basis (PNP). The NSNP asked nurses who might be qualified for Nova Scotia’s Labour Market Priorities Stream to participate in the new draw.
Candidates must have worked as a registered nurse or a registered psychiatric nurse as their principal vocation in order to be nominated. Their responsibilities should be in line with NOC 3012, the National Occupational Classification.
They will need to show letters of recommendation from previous employers to show that they’ve worked in their field for at least three years.
Invited candidates need to have a Canadian Language Benchmark (CLB) score of 9 or above in English or French in all language abilities. They must also have a bachelor’s degree or have finished a three-year study at a post-secondary institution.
They will get a provincial nomination from Nova Scotia if their petitions are successful. In the Express Entry system, they will be considered PNP applicants, allowing them to apply for permanent residence if they are selected in an Express Entry draw.
Canada issues more than 47,000 PR invitations in November
Canada issued invitations for permanent residents that amounted to more than 47,000 in November. This is a record breaker and it also marks the third month in a row that Canada has broken the record.
This is according to data from the IRCC. The data also shows that Canada has invited more than 361,000 immigrants in the first eleven months of 2021. Going by these numbers, the country is most likely to achieve its target of inviting 401,000 immigrants by the end of this year. Despite the Omicron threat, the IRCC is most likely to achieve this target by converting temporary residents in the country to permanent residents.
Prince Edward Island (PEI) has invited 124 immigration candidates in last provincial draw for this year
The province of Prince Edward Island (PEI) has invited 124 immigration candidates in a draw held on December 16.
In this draw the Express Entry and Labour Impact candidates had received the greatest number of invitations which is a total of 114 invitations. The remaining 11 invitations went to Business Impact candidates who had provincial scores of at least 67 points.
This is the final scheduled draw for 2021. In this year, the province invited 1,804 candidates, out of which 1,697 were from the Labour Impact and Express Entry streams and 157 from the Business Impact stream.
Manitoba invites 349 immigration candidates in latest draw
Manitoba held an immigration draw on December 16 where 349 candidates were invited.
The candidates were invited across three Provincial Nominee Programs (PNPs):
- Skilled Workers in Manitoba — 296 invitations with a minimum EOI score of 447
- Skilled Workers Overseas — 13 invitations with a minimum EOI score of 712
- International Education Stream — 40 invitations with no EOI score requirement
In this draw, 64 invitations were issued to candidates in the Express Entry system.
Other changes
As part of the International Student Program (ISP) and the Quebec Experience Program (PEQ), Quebec has also recently announced changes about the submission of application documents for foreign nationals. It will become mandatory as of 26 January 2021 for all applications submitted under these programs to be submitted online. Paper applications will no longer be accepted.
