The Government of Canada offers various immigration programs, attracting a broad range of immigrants.
Canada faces a gap in the labour force, brought about by a combination of low birth rate on one hand and an aging workforce that is set to retire in the near future.
Offering a part of the solution, immigration is a key consideration for sustaining and developing the Canadian economy.
411,000 are to be welcomed by Canada as permanent residents in 2022, followed by another 421,000 in 2023.
Economic immigration remains the primary route to permanent residence in Canada for a majority of migrants.
In 2022, a total of 241,500 will find their way into Canada through the economic stream. Of these, 81,500 will be granted permanent resident status as nominees.

The Provincial Nominee Program (PNP) of Canada offers a pathway to Canadian immigration to migrants that have been able to secure a nomination from a provincial or territorial government, provided, however, that they are willing to settle within the province/territory nominating them.
PNP admissions represent around 20% of all permanent resident admissions, directly supporting provinces and territories with meeting their specific local labour market requirements.

The province of Quebec and Nunavut territory are not a part of Canadian PNP. With a greater autonomy over the selection of newcomers into the province, Quebec has its own immigration programs.
Nunavut has no immigration program.
The PNP of Canada is targeted at those with the potential – based on their skills, education, and work experience – to contribute to the economy of a particular territory or province in Canada. Such workers must intend to take up Canadian permanent residence and settle within the nominating province/territory.
A PNP stream can be targeted at – skilled workers, semi-skilled workers, students, or businesspeople.
Each of the PNP streams has its own set of requirements. To be eligible to acquire permanent residence in Canada through the PNP route, an individual will have to fulfil the requirements of the provincial or territorial (PT) government, as well as the requirements of the federal government.
Those successful in securing a PNP nomination will have to apply to the federal government of Canada for permanent residence.
The decision to grant permanent residence is the sole prerogative of Immigration, Refugees and Citizenship Canada (IRCC).

Quebec held one provincial draw in December 2021. On December 9, 2021, a total of 326 Canada immigration were invited by Quebec to submit an application for permanent selection.
