Canada's Provincial Nominee Program (PNP), also referred to as Canadian PNP, offers a route to permanent residence in Canada that goes through the provincial and territorial (PT) governments.
| To be able to immigrate to Canada through the PNP, you must secure a nomination through a Canadian province or territory that is a part of Canadian PNP.
Quebec province and Nunavut territory do not have any PNP program. To immigrate to Canada and settle in Quebec, you will have to go through Quebec immigration programs. |

How to get Canada PR through PNP?
Permanent residence in Canada through the PNP route is a two-step process, that of securing a PNP nomination, followed by applying for Canada PR in a separate application.
The Nomination Certificate issued by the province/territory will be used to submit permanent residence application to the federal government of Canada.
Canada PR applications are managed by the department of Immigration, Refugees and Citizenship Canada (IRCC).
Securing a PNP nomination
The first step of the process is to apply to the respective PNP of the province or territory that you intend to settle within after you get your Canada PR visa. For example, if you are thinking of settling in Alberta as a Canadian permanent resident, you will have to go through the Alberta Immigrant Nominee Program (AINP).
To qualify for Canadian PNP, you must possess the required education, work experience and skills to be able to successfully settle in the province or territory nominating you.
Provinces and territories part of Canada’s PNP will assess whether a candidate will be able to meet their specific economic and labour market needs, as well as that of Canada in general.
Applying for Canada PR visa within the allotted time
After the province or territory approves your PNP application, you can then proceed to the next step of the process. Here, you will be required to submit your Canadian permanent residence application to IRCC.
The nominating province/territory will let you know whether the application process is to be taken forward through IRCC Express Entry or a regular application process.

Other PNP updates
- NL PNP: Newfoundland and Labrador releases details of the three PL PNP draws held so far in 2021.
- SINP: On November 25, 2021, Saskatchewan PNP announced the launch of the Hard-to-Fill Skills Pilot Program. The Pilot will allow employers in the province to recruit workers for jobs facing recruitment challenges. Sectors with the highest labour demand include – ag-tech, agriculture, construction, health, hospitality, manufacturing, and retail.
- NL PNP: On November 17, 2021, Newfoundland and Labrador announced the addition of certain occupations – light duty cleaners, kitchen helpers, food counter attendants, food and beverage servers, related support occupations – to the Occupations In-Demand NL PNP immigration stream. No Labour Market Impact Assessment (LMIA) required.
