Germany – India new mobility plan: 3,000 job seeker visas/year
India and Germany have made a new mobility plan to encourage new talents and students. An agreement has been signed between External Affairs Minister S Jaishankar and Annalena Baerbock in New Delhi. According to this agreement, the following benefits will be provided:
- Resident permits to students can be extended up to 18 months
- 3,000 German Job Seeker visas will be provided per year
- Short-stay multiple-entry visas will be liberalized
- Readmission processes will be streamlined
The agreement on Comprehensive Migration and Mobility Partnership is a part of a network of agreements related to job market destinations. The opportunities for workers from non-European countries have been improved by the German Skilled Immigration Act 2020. A new law will come into effect in early 2023 which will help in making immigration easy for qualified workers.

Finland issued 7,060 residence permits for international students from January to October 2022. This s a record number of issuing residence permits in a year. The validity of the residence permit depends on the duration of the course. Previously, the validity was two years. Norway grants NOK 50 million to 17 universities
The Norwegian government invested 50 million NOK for 17 universities so that travel expenses for the students doing internship can be covered. The universities listed below will receive most of the funds:

Norway grants over €8.8 Million to 13 universities for International Educational Cooperation
The government of Norway provided a fund of 8.8 million euros to 13 universities for having a partnership of international educational cooperation with partners available in different countries listed below:

According to a press release, the Norway Ministry of Education said that the license will help Norway to become a destination for education. There are 30 projects that will be provided by this fund. Germany opens student visa slots for Indians from November 1, 2022
Germany will open its student visa appointment slots from November 1, 2022. Students who want to apply for this visa have to go for additional steps. Indian students have to go for an assessment of their requirements which will be done by the Academic Evaluation Center and obtain authenticity certificates. After that, they can apply for a student visa.
There is no need of an APS certificate for short-term courses but for long-term ones, it is mandatory. The amount for a blocked account will also be increased. From January 1, 2023, this amount will be €11,208. The number of students queued up to study in Germany in the 2022-23 academic year is more than 3,000.

Norway to levy tuition fees for non-EU students from 2023

Spain issues visas to 41,440 foreign workers in August 2022
The authorities in Spain have announced that the number of foreign workers who arrived in August 2022 is 41,440 foreign worker. In Spain, the total number of foreign workers went up to 2,419,877. Portugal changes immigration laws to fulfill manpower shortage
Portugal has made changes in its immigration laws to make the recruitment process easy. The changes have been made to resolve the problem of shortage of skilled workers in the country. The changes to the laws have been approved by Marcelo Rebelo de Sousa, the president of Portugal. The proposal to make changes was approved in July 2021.
According to the new law, candidates will get a temporary visa to work in Portugal. The validity period of this visa will be 120 days which can be further increased to 60 more days. The new law will also help the remote workers through the facility of digital nomad.

The workers will be invited for the sectors that are facing shortage of workers. The plan also includes the permission to be given to 50,000 non-EU students to study and work in Spain.

Germany’s Oktoberfest to be held again after 2 years
Oktoberfest is considered one of the largest events in Germany. It is a wine and beer festival and is celebrated for 16 to 18 days. The celebration starts in mid or late September and ends on the first Sunday of October. During this festival, the consumption of beer is 7.7 million liters. Germany has planned to organize the festival again after two years of waiting. No restrictions related to the pandemic will be there and so it is expected that a large number of people will participate in this festival. It has been expected that around 6.5 million people from all over the world will participate in this festival.

Switzerland and Greece remove all COVID travel restrictions
Travelers from all over the world are allowed to enter Switzerland and Greece as the governments have lifted up all the restrictions related to COVID-19. The Schengen VisaInfo has issued a report which reveals that the State Secretariat of Switzerland and the Greek Ministry of health has made the decision to lift up the restriction from April 2022. There is no need of providing any vaccination or recovery certificate. The Switzerland’s Federal office health report revealed on April 19 has stated that the government distributed 15,664,046 covid-19 vaccine doses. EU to create easier Schengen Visa via digitalization
The processing of immigration applications was done offline by the European Union Commission. Now the commission has proposed to convert the offline process into an online one due to the COVID pandemic. There are many other reasons for digitalizing the visa process. These reasons are:
- Applicants’ security will be enhanced and the cost of application processing will be reduced.
- Digitalizing the process will reduce the risk of fraud and fabrication in visa processing.
- Applicants pay the visa fee online on a single EU platform.
- Applications will not be sent to the consulates for submission of requirements physically.
Each EU member state will get a period of five years to convert the visa process from manual to digital.

Portugal welcomes back Indian visitors
Portugal is considered the perfect destination for holidays as it has 3,000 hours of daylight per year. The country is popular for its beaches, cuisines, wines, and supportive people. Portugal has opened its borders to Indians but visitors have to submit their negative RT-PCR report within 72 hours before starting their journey. They can also go for a laboratory antigen test negative report which has to be submitted 24 hours before starting the journey. After the submission of any of these reports, there is no need to go into quarantine. Children under 12 years do not have to go for any test nor produce any certificate. Also, they do not need to follow the quarantine.

The industry that has been affected by the COVID pandemic severely is tours and travel. Now people have started coming out of their homes and people are ready to look for travel opportunities. This rise will help increase in job opportunities in the travel and tourism industry. According to a report, 18 percent of travelers are ready to go along with the fully vaccinated group. According to the EIR report by WTC, in the next decade, there will be the creation of 126 million jobs in the travel and tourism sector. The tourism sector affects the GDP of each country. The average growth in 2022-2032 is expected to be 5.3 percent. Employment in the travel industry will increase by 5.8 percent on an average annual rate. The contribution of the travel and tourism industry in the GDP was 10.3 percent which was reduced to 5 percent due to the pandemic.

COVID-19 situation has improved because of increase in the vaccination rate. As many member states observed this improvement, they have lifted up the restrictions for travelers who want to travel from different countries to the EU or EEA countries. The list of countries that have lifted the COVID-19 restrictions are as follows:

Indians cannot fly EU airlines to Britain without Transit Schengen Visa
Indian citizens have to submit a Transit Schengen Visa if they are traveling to the UK through different airlines like Air France, KLM, Lufthansa. The transition has to be done at Amsterdam, Munich, Paris, and Frankfurt. If Indians do not have this visa, they will not be allowed to take any flight to the UK through these airlines. EU citizens also have to go for the Transit Schengen visa to travel by transit flight and migrate to the UK. Switzerland is not the part of this block so this rule will not be implemented for the country. As an alternative, travelers can also take the flights of Atlantic, Vistara, British Airways, and Virgin Air India.

Sweden removes COVID travel ban from April 1
Sweden has made an announcement on March 25, 2022 that it will open its borders for developing countries. Travel restrictions for European countries were already lifted on February 9, 2022. India and France agree to student exchange programs
The embassies of France in India have plans to boost scientific partnerships in the case of marine sciences. The scholarships will be provided to five students who are associated with this sector. Partnerships between more critical education and learning institutions will also be developed.
Both countries will also plan for using the blue economy which will be used for the sustenance of marine resources.
