Canada is lifting the travel ban on direct flights to India from September 27.
Indian travelers can enter Canada starting at midnight on September 27, as per the press release. But travelers still need to abide with public health measures, like testing requirements and possibly quarantine.

From September 22, there will be three direct flights from India arriving in Canada. All passengers on these flights will be tested for COVID-19 upon arrival to ensure that the new measures are working.
After resuming direct flights, travelers from India who need to get an indirect route will still need a negative COVID-19 molecular test within 72 hours of departure before continuing their journey to Canada.
During April 2021, Canada halted passengers and commercial flights traveling from India, resulting in high counts of coronavirus. Since then, only cargo operations, medical transfers, or military flights have been allowed to go directly between the two countries.

What you need to know before you travel to Canada?
Travelers entering Canada need to submit all their documents related to their travel information in 'ArriveCAN', which is a mobile and web application.
The travelers also need to produce the pre-arrival COVID-19 molecular test result or PCR result, even if they are fully vaccinated.
Travelers might be selected randomly to conduct a COVID-19 test upon entry to Canada. The travelers also need to show proof of their vaccination and should not have any symptoms related to COVID-19.
Additionally, travelers to Canada will be exempted from quarantine measures if they meet specific criteria. But it is better to prepare for a quarantine plan because sometimes the border officer determines that they do not meet these requirements.
While the kids under 12 years of age will be allowed to enter Canada without any vaccination, they don't need to follow any quarantine measures if their parents or guardians or people accompanying them are fully vaccinated.
