Singapore to roll out new healthcare system for foreign workers

Singapore announces a new system to reduce the health risks of its migrant workers. From November 2021, this New Health Care System will be rolled out to prevent outbreaks through the health surveillance of the immigrants.

The documents related to this were published on June 28, 2021, by MOM - Ministry of Manpower. It clearly states that " the new health care system will be implemented in six sectors, each covering a minimum of forty thousand migrant workers for both dormitories (in and out)."

A separate Medical Centre for Migrant Workers 

All these Health Care systems will be anchored by a separate "Medical Centre for Migrant Workers", which are accompanied by onsite centers set up in three dormitories, a minimum of two mobile clinical or testing teams, twenty-four-hour telemedicine consultations, and an ambulance with special services.
Apart from these six sectors, the others located in the West - Bukit Batok and Jurong are handled by 'Non-Governmental Organisation' which consists about nearly fifty-five thousand migrant workers and among them 82% of them live in dorms.

  • Available for all the outpatients among migrant workers
  • Equipped with all the emergency needs such as x-ray machines etc. to ease the immediate diagnosis for the patients
  • Used for migrants and also for complete public health surveillance
  • Well equipped with testing laboratories and also with isolation wards to prevent the spread of dreadful infectious diseases like COVID - 19
  • Staff for each center will be having at least: 1 - Doctor, 2 - Nursing staff, 2 - Administrative staff (supporting staff) along with a Radiographer
  • Onsite Medical Centres will be accompanied with all the capabilities similar to the six medical centers except the provision of X-rays.
  • Onsite Medical centers will be located at first in the places like Sungei Tengah, Tuas View, PPT lodges, or large dormitories
  • Mobile clinical staff will be activated by MOM if any emergency exists in that particular area
  • These Mobile centers will assist in public health mediations like contact tracing, swabbing, etc. in case of emerging pandemic outbreaks like COVID
  • The telemedicine department will be assisting to refill the required medications or resolving the non-emergency needs like mental health, etc.

All these rules of the 'New Healthcare System' are similar to the regional medical centers which are being operated from August 28, 2020. Currently, thirteen are being operated for COVID - 19 patients. But the MOM did not give any clear assessment that whether these centers will fit into plans implementing from November 2021. Yet more clear information has to be released in the coming days by MOM in Singapore.
